Purpose of the role
To own, govern, and continuously improve the Change Enablement capability ensuring all changes are risk-assessed, authorised, scheduled, implemented, and reviewed in a controlled, auditable, and business-aligned manner. This role ensures service stability, reduced incident risk, and predictable delivery outcomes across SC IT.
Role Summary
The Change Manager:
- Operates and enforces the Change Enablement process
- Chairs CAB/eCAB governance forums
- Ensures audit readiness, compliance, and data quality
- Drives change maturity, automation, and predictive planning
- Acts as the control gate between delivery speed and operational stability
Aligned to SC IT governance model, the Change Manager:
- Owns process execution
- Enables decision-making (CAB)
- Provides risk visibility to leadership
Key Responsibilites
Process Ownership & Governance
Own and enforce the Change Enablement process
Ensure all RFCs meet minimum data quality standards
Maintain the Forward Schedule of Change FSC
Ensure changes are correctly categorised as Standard Normal or Emergency
Ensure changes are appropriately risk assessed
Ensure changes are approved by the correct authority
CAB & Decision Governance
Chair CAB and eCAB forums
Prepare CAB agendas
Prepare pre-read packs
Prepare risk summaries
Drive quality challenge on risk ratings
Drive quality challenge on impact assessments
Drive quality challenge on rollback readiness
Risk Compliance & Audit
Ensure full traceability of change records
Ensure evidence is attached including testing approvals and validation
Enforce Segregation of Duties SoD requirements
Enforce control adherence for emergency changes
Track unauthorised changes
Track audit findings and remediation actions
Ensure documentation completeness and audit readiness for all changes
Change Execution Oversight
Ensure no scheduling conflicts across services and releases
Ensure adequate business validation before and after change implementation
Coordinate with Release Management teams
Coordinate with Service Owners
Coordinate with Platform Owners
Provide oversight to ensure successful and low-risk change implementation
Reporting & Insights
Produce weekly CAB dashboards
Produce monthly governance reports
Track change success rates
Track emergency change volumes
Track failed and rolled-back changes
Track risk trends
Track repeat failures and linkage to Problem Management
Provide governance insights and recommendations for continuous improvement
Non-Negotiable Expectations
Reject poor-quality RFCs
Challenge engineers and platform owners on risk
Do not allow rubber-stamping CAB behaviour
Ensure audit evidence is complete with no gaps
Drive behavioural change and accountability across teams
Provide after-hours and weekend support to coordinate SGT and SC IT changes
Act as the primary point of contact for SGT and SC IT change activities outside normal business hours
Ideal Candidate Profile
Experience
- ITIL v4 (Change Enablement)
- 5+ years in IT operations governance
- Experience running CAB is non-negotiable
Skills
